Checking my solution. If one accepts such nonsense as negative years ago (= future years) and negative years ahead (past years) and negative ages, the "solution" I found checks for statement 1 and 2.

Statement 1 Check
------------------------------
statement 1
10 years from now T is 7.3
and if we go 'back' -3.5 years
M was 7.1
7.3 is twice as old as julie 3.6
and then M 'was' 7.1
which is nine times what t 'was' 0.8
C1 C2 C3 = 40.0000000 27.0000000 -27.9999962
= 40 27 -28 ?
Statement 2 Check
------------------------------
In 2 yrs T is -0.7 In, -7.1 yrs, M will be -3.6 years, which is 5 times older
At that time, -7.1 from now, T will be -9.9
and -9.0 years from now, Julie will be will one year
older than that age, at -8.9 years
8 years ago M was -4.4 which is half of
Julie's previously quoted age.
Statement 3 Check
------------------------------
in 6.7 yrs m will be 10.3 which is 3 x her age at julie's birth 3.4
